Charging require circuit loop (understand transformer) can have a charging current to complete charging.  

 One is 220 v ac power circuits, One is the battery must have resistance, current loop circuits. The larger the current,

the greater the resistance under the condition of invariable (voltage). Current is large, the charger will be hot!
And under the condition of voltage instability will cause the charger hot.
